A batch rather than a radius, and that is the whole shape of the feature: the caller cuts the volume into batches and submits one job each, so answers arrive batch by batch and the list fills in while the search is still running. A task that took a radius could only answer once, at the end, and the protocol has no way to send a partial result — a job is one request and one response.
