A string-keyed map whose keys are not known ahead of time.
decodeObject has to be told its keys, which is right for a message and
wrong for a version manifest: the whole point of GENERATION_VERSIONS is
that adding an algorithm adds a key without anyone editing a schema. Two
copies of this loop were open-coded in save.ts, and the network needs the
same shape, so it lives with the other combinators now.
