The level a site's region is addressed at.

14 is a 611 m patch on an Earth-sized body and 83 m on Luna — a place you can stand in and see the whole of, which is what a site has to be. Addressing at the level the streamer happens to want would make a site's identity depend on how high the camera was when it was asked for.
