Whether a patch of this body is drawn with water over it, and from what — rule 53's "a sheet is drawn" and "this tile is the seabed", as one answer.
Two halves that must agree, for two callers that must agree: the request
the streamer and the orbital bake send the producer, and the input they
hand buildPatch when the tile comes back. A seabed asked for with no
sheet laid over it is a sea drawn as a hole.
A sheet is drawn only over a sea the sheet datum admits — a datum, a
liquid, no photograph — because the palette's sheet flag, which
WaterPatches gates every sheet on, is this decision's seabed. There
the tile is the seabed, and the sheet stands at the datum, or at the
field's own water where a drainage graph samples it: the sea where the sea
reaches, and the lakes and rivers inland.
Everywhere else no sheet is built, whatever the field samples. That includes a world whose liquid stands only inland, such as Titan: its graph samples lakes, but with no sea datum the palette draws no sheet, so a sheet built from them would be geometry nothing draws.

sampledreadonly
The build half: whether the sheet is the field's own sampled water.
seabedreadonly
The request half: the tile without the sea clamp, because a sheet lies over it.
seaLevelreadonly
The build half: the sheet's one datum, where the sea is one datum.
