function groundElevation
universe/src/terrain.ts:671
Elevation of the ground below a direction: landform, clamped up to the ocean surface where there is one.
This is the single owner of the sea clamp. It used to live inside
surfaceRadius alone, so physics and frames put a landing pad on the ocean
datum while generateHeightfield — which calls elevationAt directly — drew
the seabed underneath it. seaLevel was carried the whole way to the mesh
and then ignored, on roughly 40% of atmosphered rocky planets.
