Every system within radius of a point, catalog and procedural alike.
Cost is bounded by the cell grid, not by the size of the galaxy: a 100 ly query touches ~1,000 cells regardless of where in the Milky Way it is asked, and the catalog is indexed by the same cells so it is not a linear scan of 7,529 stars either.
