How a sky asset chose its stars.

The volume asset is a sphere: everything the source knows inside a radius. The sky asset is the naked-eye sky beyond it — Betelgeuse at 500 ly, Rigel at 860, Deneb at 1,400 — and no radius describes that set, because what it holds is a magnitude: every source bright enough to be seen from Earth, however far. The two numbers here are the whole rule, stated so a reader can check any star against it rather than trust the file.
